Expanding technology and law enforcement to help in the recovery of missing children is what this bill seeks. The Attorney General will “make an annual grant to the A Child Is Missing Alert and Recovery Center to assist law enforcement agencies in the rapid recovery of missing children, and for other purposes.” A annual amount of $5 million a year from 2010 to 2015 will be given to fulfill this grant. If one owns a solar electric generator which produces less than 5,000 kilowatts, and is used properly, a retail electric supplier will be required to supply you with an energy meter for proper readings. Under this bill, a kilowatt-hour credit may be applied to the electric bill if an excess of electric energy is generated for the billing cycle. For the years 2010-2014, a total of $100 million will be used to create a Center for Advanced Solar Research. The purpose of this bill is to construct digital television translators to fill those gaps. Giving benefits to developing countries for the creation of renewable energy is how this bill will work. A company in a developing country that is owned by a female and sells or loans solar lanterns, lamps, or other solar energy will be given first priority in this act. Acknowledging the threat of North Korea and Iran to the US, and setting up more defensives for this threat is the entirety of this bill. An amount of $500 million in 2010 will be set aside for the Department of Defense to perform the following:
- A minimum of “40 ground-based interceptors at Fort Greely, Alaska.”
- A minimum of “4 ground-based interceptors at Vandenberg Air Force Base, California.”
- “Such number of ground-based interceptors at such other locations as the President determines appropriate.”

The term ‘United States’ involves any territory or commonwealth of the US, such as Puerto Rico and the US Virgin Islands. Applying tougher prosecutions for street gangs is what this bill seeks to implement. An individual, involved with a street gang, may be sentenced to the following years for the crime:
- Assault with serious bodily harm will carry a 20 year minimum jail term.
- Kidnapping or aggravated assault will carry a 30 year minimum jail term.
- A killing of another person will result in either a life sentence or the death penalty.
This bill states, “The Attorney General is authorized to hire 94 additional Assistant United States attorneys to carry out the provisions of this section. Each attorney hired under this subsection shall be assigned to a high intensity interstate gang activity area.” The amount of $80 million over four years will be given to put forth this bill. Congress may be offering women a tax incentive to breast feed their children if this bill is passed. Basically a woman may be offered a tax credit under medical expenses for breast feeding equipment. The Green Transportation Efficiency Act of 2009 allows one to trade in a vehicle which was created between 1984 and 2007. As long as the vehicle is in drivable condition, has been insured on a continuous basis, and (for a car) gets 18 mpg, you made trade in the vehicle. For the traded vehicle, a voucher worth $3,500 or $4,500 will be given toward the purchase of a new fuel-efficient vehicle. S. 1248 was referred to the Senate Committee on Finance.
