Federal Pell Grants (Title I, Sec. 101):
Money appropriated toward the Federal Pell Grant is as follows: $2.03 billion for 2008, $2.73 billion for 2009, and a sum deemed necessary for 2010 and beyond.

College Access and Completion Innovation Fund (Title I, Sec. 102):
This fund is created to “promote innovation in postsecondary education practices and policies by institutions of higher education.” For each of the years 2010 through 2014, $600 million will be given to this fund.

State Innovation Completion Grants (Title I, Sec. 782):
A State may apply for this grant but must meet certain requirements. One requirement will be to develop a statewide data system which will be linked to other data systems, such as elementary and secondary education systems. The information collected for this system will be as follows (information is collected from educational institutions): income, race, gender, ethnicity, disability, age, workforce information, enrollment, completion, and employment outcomes. This information will be available to the public in a “transparent and user-friendly” manner.

Investment in Historically Black Colleges and Universities and other Minority-Serving Institutions (Title I, Sec. 103):
The amount of $255 million will be given for the years 2009 through 2019 for minority-serving institutions.
