Under this bill ‘the Federal Communications Commission shall not propose, promulgate, or issue any regulations regarding the Internet or IP-enabled services.’ The FCC may only interfere in times of national security, for public safety, and to assist with Federal or State law enforcement agencies. H.R. 3924 was referred to the Committee on Energy and Commerce.
