This bill has been created, “To change references in Federal law to mental retardation to references to an intellectual disability, and change references to a mentally retarded individual to references to an individual with an intellectual disability.” Essentially the Disabilities Education Act, the Higher Education Act, the Elementary and Secondary Education Act, and other bills will change the words ‘mental retardation’ to ‘intellectual disability’. S. 2781 was referred to the Senate Committee on Health, Education, Labor, and Pensions.
