Attorney General to Consult with Appropriate Officials

The Attorney General may not issue a custodial interrogation or criminal complaint against a foreign individual detained for a crime of act of war unless the Director of National Intelligence, the Director of the National Counterterrorism Center, the Secretary of Homeland Security, and the Secretary of Defense are consulted. After consultation, the Attorney General may not initiate an action without presidential approval. S. 2943 was referred to the Senate Committee on the Judiciary.
