The Secretary of Energy will conduct a study regarding the appropriate method of labeling the country of origin on fuel. A law may be passed whereby requirements for displaying the country of origin of fuel at fuel suppliers may be necessary. H.R. 4512 was referred to the Committee on Energy and Commerce.

Motor Vehicle Insurance Policy Regarding Bodily Injury Coverage

A motor vehicle insurer will provide liability coverage for bodily injury or death in each motor vehicle insurance policy. A minimum of $25,000 in total liability coverage will be applied to the insurance policy for an individual’s injuries or death. A minimum of $50,000 in total liability coverage will be applied to the insurance policy for the total of all injured or dead in an incident. Fighting Occupied Cell Use So Everyone Drives More Safely Act

Under this bill, 25 percent of a State’s apportioned funds will be withheld if the State does not enact a law prohibiting the operator (under 21) of a vehicle from using a communication device (cell phone or another type of portable communication device). An employer advisory committee will be created in various metropolitans. It is the job of the committee to find ways of reducing miles driven during the peak working hours of the community. The committee will create projects and programs to reduce the miles driven, and will look into employer commuter programs already in place. The Secretary will make an investment of $300 million for any year necessary for the creation of employer based commuter programs. Programs such as carpools and shuttles will be apart of this program. H.R. 3517 was referred to the Committee on Transportation and Infrastructure.

Consumer Fuels and Vehicle Choice Act

By model year 2011, 50 percent of automobiles for sale in the US will be capable of dual fuel (i.e. using gasoline and ethanol). By model year 2013, 90 percent of these vehicles must be dual fueled. A grant program will be created to aid fuel stations to install blender pumps (able to dispense three different blends of gasoline and ethanol). Between the years 2010 and 2014, $1 billion will be appropriated for grants to fulfill this bill. S. 1627 was referred to the Senate Committee on Commerce, Science, and Transportation.

The Secretary of Treasury will establish the Road User Fee Pilot Project to study different ways of taxing fuels in vehicles. The main focus of the project will be to find ways to record and report ‘the number of miles traveled by particular vehicles.’ A total of $150 million will be given in grants to technology and commercial manufacturers, along with higher learning institutions, to fulfill this project. An amount of $4.5 million will be used for what is deemed necessary. The H.R. 3311 was referred to the Committee on Ways and Means, the Committee on Transportation and Infrastructure, the Committee on Energy and Commerce, and the Committee on Science and Technology.
