The Secretary of Energy will conduct a study regarding the appropriate method of labeling the country of origin on fuel. This bill states, “In the case of any payment of compensation during 2010 in the nature of a bonus by a TARP recipient to any employee or former employee of such recipient, there is hereby imposed a tax equal to 50 percent of so much of such compensation as exceeds $50,000.” Also, the Administrator of Small Business Administration will be given power to create loans for small businesses. Under this bill the Attorney General will create a retail crime task force, with few or no jurisdictions, to investigate organized retail theft. Certain newspapers will be able to qualify as tax exempt if the following applies: the published newspaper contains local, national, or international news stories in which the public takes an interest; the newspaper is educational; the newspaper content follows methods which are “education in nature.” Newspapers will still be able to generate income from advertisers so long as the advertisements do not take up more space than the educational content. Essentially, under this bill, most newspapers will not have to pay taxes but will become tax exempt. H.R. 3602 was referred to the Committee on Ways and Means.
