Resolved, That the House of Representatives–
(1) considers the behavior of a `Safe Schools Czar’ promoting sexual relationships between adults and children reprehensible;
(2) supports the belief that any and all who occupy the position of `Safe Schools Czar’ should not promote criminal behavior; and
(3) calls on the President and the Secretary of Education to find an immediate replacement for Kevin Jennings.” H. RES. 966 was referred to the Committee on Education and Labor.

Native Act to Transform Imagery in Various Environments

The Secretary of Education, acting through the Committee on Indian Relations, will make grants available to various schools for the purpose of discontinuing derogatory names of a school’s nickname, mascot, or team name. The grants will be used to purchase new team uniforms and make alterations to a school’s facilities. A Committee on Indian Relations will be created within the Department of Education for the purpose of identifying schools which use derogatory names. The following names have been deemed derogatory thus far: Indians, Braves, Chiefs, and Redskins. H.R. 4152 was referred to the Committee on Education and Labor.

Conflict Resolution and Mediation Act

The Secretary of Education will provide grants to educational agencies affected by conflict and violence. Programs for conflict resolution and mediation for students, teachers, and other personnel will be created by the Secretary. An amount of $25 million will be given for this bill in 2010, and any sums deemed necessary between 2011 and 2015. H.R. 4000 was referred to the Committee on Education and Labor.

Student Attendance Success Act

The Federal government will award grants to State educational agencies for the purpose of keeping students in school. The grants will be given on a competitive basis by looking into student drop-out rates between grades five through nine. Grants will also be given to non-profit organizations to create the National Resource Center on Positive Youth Development and School Success. This ‘center’ will be created to assist schools in retaining students. Any sum necessary to carry out this program will be given in 2010 and the five following years. Student Aid and Fiscal Responsibility Act – Part 3

Perkins Loan Funding (Sec. 462A):
The amount of $6 billion will be given in available loans for the years 2010-2011.

Modernization (Sec. 311-314, 321-323, & 331-335):
For the years 2010-2011, $2.02 billion will be appropriated to various institutions for the modernization of the buildings. The school must use American made steel, iron, and manufactured goods.

Quality Pathway Grants (Sec. 403):
This is an early learning grant program for the following age groups: infants, toddlers, and preschoolers. This program will be targeted toward those living in rural areas who have limited English and developmental delays.

Need Analysis (Title I, Sec. 122):
A student will not be able to receive the Federal Pell Grant, Stafford Loan, or work assistance if the student’s parents or the student has assets greater than $150,000.

Eligibility Change (Title I, Sec. 123):
A student convicted of selling drugs during a school enrollment will now be eligible to receive grants, loans, or work assistance after a two year period of ineligibility. If a second offense is committed, the student will not be able to receive any of the benefits.

Federal Family Education Loan Appropriations (Title I, Sec. 201):
This program is to be terminated June 30, 2010.

Student Aid and Fiscal Responsibility Act – Part 1

Federal Pell Grants (Title I, Sec. 101):
Money appropriated toward the Federal Pell Grant is as follows: $2.03 billion for 2008, $2.73 billion for 2009, and a sum deemed necessary for 2010 and beyond.

College Access and Completion Innovation Fund (Title I, Sec. 102):
This fund is created to “promote innovation in postsecondary education practices and policies by institutions of higher education.” For each of the years 2010 through 2014, $600 million will be given to this fund.

State Innovation Completion Grants (Title I, Sec. 782):
A State may apply for this grant but must meet certain requirements. One requirement will be to develop a statewide data system which will be linked to other data systems, such as elementary and secondary education systems. The information collected for this system will be as follows (information is collected from educational institutions): income, race, gender, ethnicity, disability, age, workforce information, enrollment, completion, and employment outcomes. This information will be available to the public in a “transparent and user-friendly” manner.

Investment in Historically Black Colleges and Universities and other Minority-Serving Institutions (Title I, Sec. 103):
The amount of $255 million will be given for the years 2009 through 2019 for minority-serving institutions.
