This bill’s purpose is to add more personnel to the US borders and ports of entry. Staff enhancements of 5,300 individuals will be hired for the Customs and Border Protection and US Ports of Entry. Equipment such as a 2-way communication device and detection equipment will be supplied to those newly hired. High volume ports in Texas will receive $100 million toward updating the infrastructure. The Attorney General will create “grant programs to award grants to State, tribal, and local courts to establish probation programs that reduce drug use, crime, and recidivism by requiring swift, predictable, and graduated sanctions for noncompliance with the conditions of probation…” A total amount of $100 million will be given to the Attorney General to use for this program between the years 2010-2014. The following is added to the United States Code, `Whoever transports, transmits, or transfers in interstate or foreign commerce any goods, wares, or merchandise, of the value of $1,000 or more, for sale on an online marketplace, knowing the same to have been stolen, converted, or taken by fraud–’. Under this bill the Attorney General will create a retail crime task force, with few or no jurisdictions, to investigate organized retail theft. The Attorney General may provide any assistance to local law enforcement for a crime of violence driven by prejudice. Grants may be awarded to local law enforcement agencies to provide for expenses related to hate crimes. A grant will not exceed $100,000. For the years 2010-2011 $10 million will be given to this program. For years 2010-2012 such sums as are necessary will be given to this program for increasing personnel.
Anyone convicted of committing a hate crime will be sentenced to less than ten years or, if the offense is fatal or attempted murder, the convicted individual will serve life in prison. H.R. 1913 was referred to the Senate Committee on the Judiciary.

As an alternative to incarceration, States will be given grants to expand or create law enforcement programs to monitor individuals by GPS. The individuals being monitor are as follows: convicted sex offenders, individuals charged with driving while intoxicated, or individuals subject to a restraining order. Between the years 2010 and 2014, $560 million total will be given for this GPS program. A public service campaign will be created to educate the public and will cost $40 million.
