The Secretary of Energy will create a program on wind energy research and development under this bill. This whole program will be designed around creating better machines that harness the wind and use it for energy. The total amount of $1 billion will be given to the Secretary of Energy for the years 2010 – 2014. H.R. 3165 was referred to the Committee on Science and Technology.

The United States Agency for International Development will be given $1 million a year for 2010 and 2011, to create a trial run for promoting and producing fuel-efficient stoves. These stoves will be designed to produces less carbon than standard stoves across the world. These stoves will be created to be used throughout the world. S. 1396 was referred to the Senate Committee on Foreign Relations.

Solar Opportunity and Local Access Rights Act

If one owns a solar electric generator which produces less than 5,000 kilowatts, and is used properly, a retail electric supplier will be required to supply you with an energy meter for proper readings. Under this bill, a kilowatt-hour credit may be applied to the electric bill if an excess of electric energy is generated for the billing cycle. For the years 2010-2014, a total of $100 million will be used to create a Center for Advanced Solar Research. H.R. 2895 was referred to the Committees on Energy and Commerce, Oversight and Government Reform, Financial Services, and Transportation and Infrastructure.

Solar Villages Initiative Act

Giving benefits to developing countries for the creation of renewable energy is how this bill will work. A company in a developing country that is owned by a female and sells or loans solar lanterns, lamps, or other solar energy will be given first priority in this act. A total of $100 million, in between the years 2010-2015, will be given to the President to fulfill this bill. H.R. 2878 was referred to the Committee on Foreign Affairs.
