The American Recovery and Reinvestment Tax Act of 2009 (aka: economic stimulus package) will now include an investment credit. The investment credit will be used for a tax break and given to companies creating solar energy panels, solar cells, and other solar energy property. The Secretary of the Treasury may give management authority to a private entity under the Emergency Economic Stabilization Act, commonly known as the US financial bailout. The Secretary of the Treasury will create an LLC with all the voting, nonvoting, and common equity of the recipients of the Troubled Asset Relief Program. The President will then appoint three independent trustees for the purposes of management. These trustees will be employed, not elected, they will serve at the will of the President, and will each be paid $162,900. The American Recovery and Reinvestment Act (stimulus package) was passed earlier this year by Congress. This act would stop the spending of the stimulus package, and call back the money which has yet to be spent. The TARP money, which was to be used to buy assets from troubled financial institutions, will also be recalled under this bill. H.R. 3140 was referred to the Committee on Financial Services, the Committee on Energy and Commerce, the Appropriations Committee, the Committee on Ways and Means, the Committee on Transportation and Infrastructure, and the Committee on Veterans’ Affairs.
