Tax Exempt Newspapers

Certain newspapers will be able to qualify as tax exempt if the following applies: the published newspaper contains local, national, or international news stories in which the public takes an interest; the newspaper is educational; the newspaper content follows methods which are “education in nature.” Newspapers will still be able to generate income from advertisers so long as the advertisements do not take up more space than the educational content. Essentially, under this bill, most newspapers will not have to pay taxes but will become tax exempt. H.R. 3602 was referred to the Committee on Ways and Means.

fuel 300x225 Taxing Motor Vehicle Fuels Based on the Number of Miles Traveled by Each Vehicle

The Secretary of Treasury will establish the Road User Fee Pilot Project to study different ways of taxing fuels in vehicles. The main focus of the project will be to find ways to record and report ‘the number of miles traveled by particular vehicles.’ A total of $150 million will be given in grants to technology and commercial manufacturers, along with higher learning institutions, to fulfill this project. An amount of $4.5 million will be used for what is deemed necessary. The H.R. 3311 was referred to the Committee on Ways and Means, the Committee on Transportation and Infrastructure, the Committee on Energy and Commerce, and the Committee on Science and Technology.

Vehicle donations to certain organization for a tax exemption may be suspended. Under this bill, if an organization’s employees maintain donated vehicles, or if a third party such as a mechanic is not used, or if twenty percent of the annual net proceeds from the vehicles does not go toward these third parties, then the organization will not be able to accept vehicles for donations with a tax exemption.
