An employer advisory committee will be created in various metropolitans. It is the job of the committee to find ways of reducing miles driven during the peak working hours of the community. The committee will create projects and programs to reduce the miles driven, and will look into employer commuter programs already in place. The Secretary will make an investment of $300 million for any year necessary for the creation of employer based commuter programs. Programs such as carpools and shuttles will be apart of this program. H.R. 3517 was referred to the Committee on Transportation and Infrastructure.

Student Aid and Fiscal Responsibility Act – Part 3

This is the last portion of the Student Aid bill.

Perkins Loan Funding (Sec. 462A):
The amount of $6 billion will be given in available loans for the years 2010-2011.

Modernization (Sec. 311-314, 321-323, & 331-335):
For the years 2010-2011, $2.02 billion will be appropriated to various institutions for the modernization of the buildings. The school must use American made steel, iron, and manufactured goods.

Quality Pathway Grants (Sec. 403):
This is an early learning grant program for the following age groups: infants, toddlers, and preschoolers. This program will be targeted toward those living in rural areas who have limited English and developmental delays.

Need Analysis (Title I, Sec. 122):
A student will not be able to receive the Federal Pell Grant, Stafford Loan, or work assistance if the student’s parents or the student has assets greater than $150,000.

Eligibility Change (Title I, Sec. 123):
A student convicted of selling drugs during a school enrollment will now be eligible to receive grants, loans, or work assistance after a two year period of ineligibility. If a second offense is committed, the student will not be able to receive any of the benefits.

Federal Family Education Loan Appropriations (Title I, Sec. 201):
This program is to be terminated June 30, 2010.

Student Aid and Fiscal Responsibility Act – Part 1

Federal Pell Grants (Title I, Sec. 101):
Money appropriated toward the Federal Pell Grant is as follows: $2.03 billion for 2008, $2.73 billion for 2009, and a sum deemed necessary for 2010 and beyond.

College Access and Completion Innovation Fund (Title I, Sec. 102):
This fund is created to “promote innovation in postsecondary education practices and policies by institutions of higher education.” For each of the years 2010 through 2014, $600 million will be given to this fund.

State Innovation Completion Grants (Title I, Sec. 782):
A State may apply for this grant but must meet certain requirements. One requirement will be to develop a statewide data system which will be linked to other data systems, such as elementary and secondary education systems. The information collected for this system will be as follows (information is collected from educational institutions): income, race, gender, ethnicity, disability, age, workforce information, enrollment, completion, and employment outcomes. This information will be available to the public in a “transparent and user-friendly” manner.

Investment in Historically Black Colleges and Universities and other Minority-Serving Institutions (Title I, Sec. 103):
The amount of $255 million will be given for the years 2009 through 2019 for minority-serving institutions.

GPS Protection & Safety Act

As an alternative to incarceration, States will be given grants to expand or create law enforcement programs to monitor individuals by GPS. The individuals being monitor are as follows: convicted sex offenders, individuals charged with driving while intoxicated, or individuals subject to a restraining order. Between the years 2010 and 2014, $560 million total will be given for this GPS program. A public service campaign will be created to educate the public and will cost $40 million. H.R. 3528 was referred to the Committee on the Judiciary.

America’s Affordable Health Choices Act – Part 9

Regarding Hospital Readmission (Sec. 1151):
The Secretary will reduce payments given to applicable hospitals (those which may have been able to receive $10 million or more) for excess readmissions. The Secretary will have full control in creating readmission rate measurements for hospitals. Physicians who treat patients and go for readmission will be given reduced pay as well. The amount of $25 million, beginning in 2010, will be given to the Secretary of Health and Human Services for the Center for Medicare and Medicaid Services Program Management Account for the section of this bill.
