The Secretary of Housing and Urban Development will make grants and loans available to owners of federally assisted housing projects. The grants and loans will be given toward making green improvements. These improvements are some of the following: lower electric bill, less use of heating fuel, and lower emissions. This bill has been created, “To change references in Federal law to mental retardation to references to an intellectual disability, and change references to a mentally retarded individual to references to an individual with an intellectual disability.” Essentially the Disabilities Education Act, the Higher Education Act, the Elementary and Secondary Education Act, and other bills will change the words ‘mental retardation’ to ‘intellectual disability’. S. 2781 was referred to the Senate Committee on Health, Education, Labor, and Pensions.

Secure Federal File Sharing Act

This bill will prohibit use of open-network peer-to-peer file sharing on all Federal computers and networks, including those contracted through the Federal government. Those agencies requiring an open-network peer-to-peer file sharing network will make a request for approval in government use. Small Business Penalty Relief Act

The purpose of this bill is to limit the penalty for small businesses who fail to disclose reportable transactions. The maximum penalty for failure to disclose reportable transaction will be $200,000 for a small business, and the minimum penalty will be $10,000. Fort Hood Families Benefits Protection Act

This bill is designed to give the members of the Armed Forces and the Department of Defense who were killed or injured in the Fort Hood shooting the same benefits as those killed or injured in a terrorist attack, or while serving with the Armed Forces in a contingency operation. Medals such as the Purple Heart and the Secretary of Defense Medal for the Defense of Freedom will be given, and many other benefits such as combat related compensation will be bestowed to those deemed worthy. This bill plainly states, “It shall be an unfair or deceptive practice under subsection (a) for any air carrier, foreign air carrier, or ticket agent to charge a fee for or accept payment from a passenger on a flight segment for the first piece of checked baggage that weighs 50 pounds or less and for which the size does not exceed 62 inches (determined by adding the length, width, and height together).” H.R. 4077 was referred to the Committee on Transportation and Infrastructure.

Motor Vehicle Insurance Policy Regarding Bodily Injury Coverage

A motor vehicle insurer will provide liability coverage for bodily injury or death in each motor vehicle insurance policy. A minimum of $25,000 in total liability coverage will be applied to the insurance policy for an individual’s injuries or death. A minimum of $50,000 in total liability coverage will be applied to the insurance policy for the total of all injured or dead in an incident.
