This energy plan will accomplish the following: project a need for electric drive vehicle refueling; identify needs for electric providers, vehicle manufacturers, and infrastructure providers; create an electric vehicle infrastructure by 2020. This plan will also create standardized electrical access ports for charging electric vehicles. The Secretary will involve stakeholders from various industries to accomplish these tasks, and is authorized any sums which are necessary to implement these programs. The Federal government will award grants to State educational agencies for the purpose of keeping students in school. The grants will be given on a competitive basis by looking into student drop-out rates between grades five through nine.
