The Secretary of State will create a grant program to award nonprofit and international organizations for the purpose of promoting freedom of the press on a worldwide scale. These grants may extend five years, and will seek to fulfill the objective by “strengthening the independence of journalists and media organizations.” S. 1739 was referred to the Senate Committee on Foreign Relations
