As an alternative to incarceration, States will be given grants to expand or create law enforcement programs to monitor individuals by GPS. The individuals being monitor are as follows: convicted sex offenders, individuals charged with driving while intoxicated, or individuals subject to a restraining order. Between the years 2010 and 2014, $560 million total will be given for this GPS program. A public service campaign will be created to educate the public and will cost $40 million. H.R. 3528 was referred to the Committee on the Judiciary.
