An entity receiving Federal assistance in adoption or foster care may not prohibit an individual from adopting based upon sexual orientation, marital status, or gender identification. If a State fails to comply, the Federal government will hold payment for child services or foster care. H.R. 3827 was referred to the Committee on Ways and Means.
